INTRODUCTION

In 1970, following Hurricane Camille, the company performed its first emergency debris removal and clean-up project in Corpus Christi, Texas and added a disaster response division to the company's services. Since that time, D & J Enterprises, Inc. (herein after referred to as D & J) has become a major contractor in the field of debris management as an adjunct to its construction division. In debris management contracts alone, the company has performed 200 separate disaster response contracts (62 of which were for the USACE) totaling over $400,000,000, at times employing more than 300 employees, 100 subcontractors and over 600 trucks. The thirty years of experience in this field have enabled the company to not only develop trained employees with an understanding of the expectations and skills necessary to respond quickly and efficiently, but also to develop a network of reliable relationships with experienced subcontractors and suppliers throughout the Southwestern, Southeastern and Atlantic Coastal United States. The more than 62 USACE disaster related projects we have performed have provided us with an in-depth knowledge of the policies and procedures necessary for successful project performance. The company's officers and employees have gained immeasurable experience in a variety of recovery clean-up projects resulting from hurricanes, tornados, floods, ice storms, snow storms and earthquakes. Since the formation of the company's disaster division, D & J has managed and completed disaster-related projects which include bunching, pushing and clearing rights of ways, vegetative debris removal from rights-of-way, construction & demolition debris removal from rights-of-way, managed and operated temporary debris storage and reductions sites (TDSRS), performed sorting, screening, separation and recycling of debris, grinding vegetative debris to reusable mulch, incinerate debris by both open burn and air curtain incineration, loading, hauling and final disposal to Class I landfills of sorted debris, loading and hauling of snow and ice, loading and hauling of sludge and mud, site restoration and re-vegetation, sand screening and beach restoration, building demolition, site preparation for temporary housing, stream clearing and cleaning, earthen dam repair, flood clean up and roofing repairs, to name a few, all completed successfully and on time . During this same time period, the company's civil construction division continued to grow and prosper and enjoys a reputation as one of the top civil contractors in East Central Alabama. D & J's long history and experience in the disaster field has enabled the company to form an organization that has been capable of successfully managing as many as 15 contracts totaling more than $200,000,000 simultaneously as efficiently as performing a single contract-which would require less organizational and resource skills. Our ability to provide successful and efficient management and administration for multiple tasks demonstrates the value of our years of experience and our trained personnel's understanding of the tasks.

Ice Storm, Omaha Nebraska

City of Omaha - Remove and process debris, woody Work: removed all eligible debris from the right-of-way and placed it into five (5) separate sites. All debris at the five (5) sites was separated into woody grindable debris and non-grindable debris. All woody debris final products were placed in stockpiles and removed via separate contract by others. All debris reduction (grinding) was accomplished with the use of four (4) company in-house owned Diamond Z model No. 1463 tub grinders. These machines are the largest mobile tub grinders available in the world. 1,253,597 CY of material removed and ground in eight (8) weeks duration.

1996-1997

Hurricane Fran / Bertha, North Carolina

USACE - Raleigh, Carey, NC - Remove Debris Work: This was a time and materials contract directed by the USACE in Raleigh and the town of Carey, NC. Performance of this contract involved approximately 110 direct employees and 20 company trucks and loaders as well as 150 subcontracted trucks (mostly local), operating approximately 16 different loading crews. . This contract was performed simultaneously with D & J's load, haul and grinding contracts listed below. Long Beach, NC Wilmington, NC - Removed, Processed, Disposed Debris New Hanover Co., NC - Removed, Processed, Disposed Debris Work: Removed all debris from right-of –way for the City of Wilmington and Hanover Co. and transported it to six (6) individual satellite dump sites throughout New Hanover Co. Debris was separated into grindable and non-grindable product. Woody debris was reduced to ground mulch with the use of 8 tub grinders and associated support equipment that ultimately produced 1,250,000 million CY of ground product. The ground product was then transported to two (2) separate landfills for final disposition. Non-grindable debris was separated into recyclable metals, which were transported to a metal salvage operation and the non-recyclable materials were placed in a class I landfill. The six (6) dump sites were rehabilitated to its original or better condition upon completion of the debris removal process.

1995-1996

The Hanshin Earthquake, Kobe Japan

Government of Japan - Process/Reduce Debris via Grinding Work: Separated or sorted grindable and non-grindable materials and ground all grindable materials while instructing the Japanese personnel. We were there for a one year period with our in-house equipment and personnel. Air transport, fuel, housing, clothing, overseas shipping, food, ground transportation, field offices, power & water were furnished by Japanese government. This fact effectively increased this contract by approximately $2 million. Projects involving the cleanup from Hurricanes Marilyn, Erin and Opal, listed below, were performed simultaneously during the twelve month period of performance for this project.

Hurricane Marilyn, Virgin Islands

St. Thomas - Roof repairs Work: St. Thomas Airport Work – Removed all debris from right-of–way for the islands of St. Croix and St. Thomas. This project involved 5 company owned trucks and one front end loader operating 2 crews. Also involved employment of temporary labor for the installation of temporary roofing on the Island of St. Thomas and clean up labor for the airport on St. Thomas. This work was performed simultaneously with the project in Japan. St. Croix - Remove debris

Hurricane Opal, Florida, Alabama

Santa Rosa Island, FL – cleaning beach sand Work: Cleaning sand on Pensacola Beach (which was the result of Hurricane Opal in on October 4, 1995). This contract called for the sorting and separation of debris from beachfront sand on Pensacola Beach, Fla. Performance of this contract involved approximately 3 direct employees and 5 company trucks and loaders as well as 2 subcontracted trucks, operating approximately 1 screening crew. This contract involved the use of D & J's company owned mobile trommel screen. Pensacola, FL – Debris Removal Work: Processing & Disposal of end product Auburn AL - Remove & Process Debris, Woody Opelika AL – Remove & Process Debris, Woody Escambia Co, FL – Debris removal Work: processing & disposal of sand product, grinding brush debris (which was the result of Hurricane Opal in on October 4, 1995) which had been hauled by the Utility Authority to the Utility Authority's designated site. This contract called for the grinding of brush debris with one of D & J's company owned model 1463 Diamond Z tub grinders. Performance of this contract involved approximately 12 direct employees and 2 company trucks and loaders as well as 6 subcontracted trucks, operating approximately 2 grinding crews. This contract was performed simultaneously with contracts listed above and below with; the City of Opelika, Al., the City of Auburn, Al., the City of Pensacola, Fla., Tallapoosa County, Al., Coffee County, Al. and US Army Corps of Engineers, Virgin Islands. 1994 – 1995

Hurricane Andrew, Miami, Florida

USACE - On previous dumped site – sort, grind and remove dumped material Work: Jacksonville District PZ Dump was an enormous disposal reclamation project; all the key features we successfully accomplished are divided into these basic categories: Sorting – with the use of 60 laborers, track backhoes, grapples, trucks & loaders with appropriate site management supervisors the commingled debris was sorted into grindable / non grindable recyclable materials. Screening – all material was screened with ½” screen all soil which was further cleaned with the use of magnetic rollers, air jets and picking lines to produce a marketable topsoil material. Recycling – after sorting ferrous from non-ferrous materials, they were removed from the debris and transport to a metal recycling facility. Grinding – all wood debris removed during the sorting and screening operation was reduced to wood mulch and transported to Dade Co. farmers for use in the agricultural operations. Crushing – concrete & masonry debris was crushed down to 1” material and placed in a licensed C & D landfill. Hauling – all screened topsoil materials were hauled and placed in North & South Dade Co. landfills to be used as daily cover. This disposition resulted in savings to Dade Co. of over $ 1,000,000 by having supplied daily cover material. Testing / Monitoring – this contractor retained and managed two (2) separate soil testing laboratories on the site to identify hazardous and/or toxic materials that were commingled in the debris. The contractor successfully mutually coordinated the reporting and interfacing of all agencies involved that included DERM – FL, DERM – Dade Co., FEMA and USACE. Disposal – Contractor devised, implemented and successfully carried out a disposal plan for the entire final disposition of all materials removed from the site. This plan included the tracking of every cubic yard and/or ton of all materials. To complete the final disposal of Hurricane Andrew mixed-debris that was delivered to the PZ Construction Company, Inc. site in Dade County, Florida. Disposal requirements included “screened landfill residual” including lime rock, concrete materials, ash, and metals as well as construction and demolition debris and other “woody” debris. D & J elected to re-screen all materials and thereby greatly reduced the originally estimated landfill material requirement by 90%. The contractor efforts were recognized in a presentation of an Outstanding Performance Award on 14 March 1995.

Mississippi & Alabama, Ice Storms

Washington Co., Mississippi Work: Operated dump site debris reduction Grinding brush debris (which was the result of the February, 1994 ice storm disaster). This contract called for the grinding of brush debris hauled to the site designated by the County. D & J supplied 3 of it's' company owned tub grinders to grind all the vegetative debris for Washington County, Mississippi. Performance of this contract involved approximately 20 direct employees and 16 company trucks and loaders along with 3 company's tub grinders. This contract was performed simultaneously with D & J's brush collecting and hauling contracts listed below in Calhoun County, Al., Colbert County, Al., Lauderdale County, Al. and the City of Florence, Al. Florence, Alabama Work: Removed woody debris & deposited at the dump site, collecting and burning brush debris (which was the result of the February, 1994 ice storm disaster) from the right-of-way in the County of Lauderdale, Alabama. This contract called for the loading of the debris into trucks and hauling it to designated staging sites in the City and disposing of the debris with controlled air curtain burning. Performance of this contract involved approximately 20 direct employees and 10 company trucks and loaders as well as 9 subcontracted trucks operating 4 loading crews. This contract was performed simultaneously with D & J's brush collecting and hauling contracts listed above in Calhoun County, Al., Washington County, Mississippi, Colbert County, Al., and the City of Florence, Alabama.

Albany Georgia, Flood

USACE – Created a new house trailer park in its complete entirety for displaced people due to floods Savannah District - USACE - Erection of temporary housing for flood victims in Albany, Georgia. Work: D & J did all site preparations for housing units supplied by the government for flood victims. This included all infrastructures such as electrical, water, sanitary sewer, handicap ramps, retention ponds, road stabilization, sewer and storm drains, etc. Performance of this contract required D & J to provide 2 backhoes, 1 motor grader, 8 tri-axle dump trucks, 14 employees and 1 bulldozer. This project was being performed simultaneously with the above listed PZ Dump Reprocurement project in Dade County Florida and the AEC Demolition project at Homestead Air Force Base.

Jacksonville District USACE - Key Biscayne Island - Bill Baggs Park - tree and stump removal, reduction and mulch spreading This project required the uprooting and stump removal of damaged “Australian Pines” on a 450 acre National Park at the tip end of the island of Key Biscayne. The contract required 4 grinders/chippers, 6 front-end loaders, 4 dump trucks and approximately 18 laborers. USACE - Eureka Dump – Sort/grind previously dumped materials. Eureka dump was a large pile of debris that was originally contracted in two (2) separate distinct scope of work contracts, as grindable & non-grindable; however, after starting our contract of grindable only we found 374,662 cubic yards of non-grindable debris a total of 729,097 cubic yards or 52% of which consisted of 159,192 cubic yards of soil and 215,470 cubic yards of trash. The government modified our contract and we successfully accomplished all additive goals. Sorting Screening Grinding Transporting recycled material to appropriate sites This was a 24 hour / 7 days a week operation that required coordination with other contractors working on the same site. USACE-Chapman Field-East – Grind materials Grind previously dumped materials, which had been deposited in Chapman Field Park East on Old Cutler Road. Project involved 1 tub grinder, 2 front end loaders and one service truck with 5 employees. USACE-Chapman Field-East – Grind materials Grind previously dumped materials, which had been deposited in Chapman Filed Park. Project involved 1 tub grinder, 2 front end loaders and one service truck with 5 employees. USACE-Crandon Park – Grind materials Grind previously dumped materials, which had been deposited in Crandon Park Beach parking lot from woody debris which had been removed from the right-of-way on Key Biscayne. Project involved 1 tub grinder, 2 front end loaders and one service truck with 5 employees. Mobile District USACE – Homestead Air Force Base Clean up of sectors on Homestead Air Force Base and reduce by incineration, all woody debris. Clear right-of-way on base. This project involved the use of 3 front-end loaders, 8 trucks, 4 crews, 24-hour burn crew, 1 bulldozer, 2 water trucks and 18 employees. USACE – Homestead Air Force Base – Demolition & remove to dump with debris USACE – In conjunction with Metric Contractors of South Carolina Work: load, haul and dump construction and demolition debris from the right of ways in the Kendall region south of Miami. This project was a time and materials contract and required the use of 12 crews, approximately 8 loaders, 48 dump trucks and 60 employees for over six weeks at 7 days a week.
