Introduction
In 1970, following Hurricane Camille, the company performed its first emergency
debris removal and clean-up project in Corpus Christi, Texas and added a disaster
response division to the company's services. Since that time, D & J Enterprises,
Inc. (herein after referred to as D & J) has become a major contractor in the field
of debris management as an adjunct to its construction division. In debris management
contracts alone, the company has performed 200 separate disaster response contracts
(62 of which were for the USACE) totaling over $400,000,000, at times employing
more than 300 employees, 100 subcontractors and over 600 trucks. The thirty years
of experience in this field have enabled the company to not only develop trained
employees with an understanding of the expectations and skills necessary to respond
quickly and efficiently, but also to develop a network of reliable relationships
with experienced subcontractors and suppliers throughout the Southwestern, Southeastern
and Atlantic Coastal United States.
The more than 62 USACE disaster related projects we have performed have provided
us with an in-depth knowledge of the policies and procedures necessary for successful
project performance. The company's officers and employees have gained immeasurable
experience in a variety of recovery clean-up projects resulting from hurricanes,
tornados, floods, ice storms, snow storms and earthquakes. Since the formation of
the company's disaster division, D & J has managed and completed disaster-related
projects which include bunching, pushing and clearing rights of ways, vegetative
debris removal from rights-of-way, construction & demolition debris removal from
rights-of-way, managed and operated temporary debris storage and reductions sites
(TDSRS), performed sorting, screening, separation and recycling of debris, grinding
vegetative debris to reusable mulch, incinerate debris by both open burn and air
curtain incineration, loading, hauling and final disposal to Class I landfills of
sorted debris, loading and hauling of snow and ice, loading and hauling of sludge
and mud, site restoration and re-vegetation, sand screening and beach restoration,
building demolition, site preparation for temporary housing, stream clearing and
cleaning, earthen dam repair, flood clean up and roofing repairs, to name a few,
all completed successfully and on time . During this same time period, the company's
civil construction division continued to grow and prosper and enjoys a reputation
as one of the top civil contractors in East Central Alabama.
D & J's long history and experience in the disaster field has enabled the company
to form an organization that has been capable of successfully managing as many as
15 contracts totaling more than $200,000,000 simultaneously as efficiently as performing
a single contract-which would require less organizational and resource skills. Our
ability to provide successful and efficient management and administration for multiple
tasks demonstrates the value of our years of experience and our trained personnel's
understanding of the tasks.
